Eric Phillips’ Representative Energy Project Experience

Co-Generation Plants. I represented a major California University in litigation regarding a Design-Build, Combine Cycle Co-Generation power plant at one of its campuses. This litigation involved numerous technical defects with the design and construction of the plant, including: excessive NOx emissions, excessive ammonia slip in the SCR system, defects relating to transfer trip mechanisms, power flow-back and inter-connectivity with PG&E, and performance shortfalls in the Steam Turbine Generator, among others.

Solar Field Facility. I assisted the owner/ developer in drafting and negotiating the EPC contracts on the Ivanpah Solar Electric Generating System (ISEGS) project in California’s Mojave Desert. Ivanpah is the world’s largest solar field facility of its type.

LNG. I presented in-house construction law and project management seminars for the country’s largest producer and distributor in Liqufied Natural Gas (LNG) and provided claims resolution advice relating to disputes on two of its regassification plant projects.

SR 125 Public Private Partnership. I represented the project owner in litigation regarding project delays and alleged defects in design-build construction of this new highway construction project in San Diego county. Among the issues in dispute were requirements regarding the relocation of pipelines and SDG&E power lines in coordination with the local utility.
